Rockhampton Regional Council - Smart Way Forward Strategy

The presentation will provide an update on two projects since the adoption of the Region’s Smart Way Forward Strategy in December 2015. At the 2016 ASCA Summit, Drew Stevenson presented council's process to develop its strategy and the actions planned over the next few years.

Two-and-a-half years down the track, council has installed a range of IoT/smart technology throughout the Rockhampton CBD and riverfront parkland. Drew will present an overview of the following:


  • Smart pole post top module technology with ambient light sensing, remote dimmable control, and integrated speaker system for civic messaging and ambient music. The poles also provide mounting and communications connectivity for the Wi-Fi access points, CCTV, digital banners, push-blue duress buttons, GPOs and network switches within the poles.
  • Free public Wi-Fi including access to Eduroam for all university students and academics.
  • Pole and ground mounted digital banners controlled remotely by a SaaS solution called Smart Sign Manager - 12 pole mounted banners and 3 ground mounted LCD interactive touch screen units.
  • Smart parking solution (DCA - Sentinel) with around 900 sub-surface sensors communicating with battery/solar relays providing parking availability via an app and wayfinding digital banners, parking bay use data and integration with council Local Laws Pinforce (DCA) system.

Customs House SmartHub:

  • The co-working facility provides support for the region’s entrepreneurs, startups and small business owners. Council's SmartHub is geared at helping startups to maximise early-stage business success.

As Council’s CIO, Drew’s responsibilities encompass managing the strategic direction of a broad portfolio of business units including Information Services, Property and Insurance, Fleet Services, Procurement and Logistics, Customer Service, and the Smart Regional Centre.

In the second half of 2015, Drew oversaw the development and adoption of the Rockhampton Region’s Smart Regional Centre Strategy – The Smart Way Forward. Key actions of the strategy include the implementation of a range Internet of Things enabled technologies; smart lighting, Wi-Fi, CCTV, digital banners and smart parking. Drew has also overseen the fit-out of the Customs House SmartHub and adoption of an Open Data Publishing Framework.
